Defines "service animal" according to federal regulations (28 C.F.R., Section 36.104) and explicitly excludes emotional support animals and therapy animals from this classification.

Permits public accommodations to adopt policies prohibiting animals except service animals, and requires posting conspicuous signage at entrances stating which animals are prohibited and that service animals are permitted.

Makes it a misdemeanor for any person who is not an individual with a disability or trained to assist individuals with disabilities to falsely use a service animal to gain treatment or benefits.

Makes it a misdemeanor for any person to knowingly present an animal or therapy animal as a service animal or intentionally misrepresent entitlement to an animal as a qualified service animal to obtain rights or privileges under state or federal disability law.

Becomes effective November 1, 2025.
