Lowers the minimum ACT composite score requirement from 22 to 19 for students graduating from non-accredited high schools or completing educational programs outside traditional public or private schools seeking Oklahoma Higher Learning Access Program eligibility.

Applies the new ACT score requirement to students who have graduated within the previous three years with a minimum 2.5 cumulative grade point average on a 4.0 scale for grades nine through twelve.

Maintains all other existing eligibility requirements for the Oklahoma Higher Learning Access Program, including residency, citizenship, academic standing, and institutional enrollment criteria.

Becomes effective November 1, 2025.
