Allows active Oklahoma state employees to opt out of the state's basic health and dental plan while retaining life and disability benefits, provided they have separate group health insurance coverage.

Requires employees opting out to provide proof of separate health insurance participation and sign an annual affidavit confirming current coverage and that state-provided health insurance is not needed.

Provides employees who opt out with $150.00 in lieu of the flexible benefit amount they would otherwise receive.

Allows the state to retain all savings realized from employees opting out of health insurance coverage.

Becomes effective November 1, 2025.
