Establishes the Oklahoma Right to Garden Act of 2025, codified in Title 2 of the Oklahoma Statutes, granting citizens the right to grow vegetables in personal gardens for consumption subject to restrictions rationally related to governmental purposes.

Defines "residential property" as real property with a dwelling unit accommodating four or fewer households limited to a person's primary residence, and "vegetable garden" as property used to grow produce, flowers, herbs, fungi, or grains for personal consumption and enjoyment, not for resale or distribution.

Permits municipalities, cities, and towns to enact content-neutral ordinances limiting garden size and proximity to roadways and structures for health and safety, and enforcing existing general municipal ordinances on water usage during droughts, fertilizer use, and invasive species control.

Effective date is November 1, 2025.
