HB1214 Summary

• Enacts the "Justice for Noncitizen Minors and Human Trafficking Accountability Act of 2025" to address human trafficking of noncitizen minors and hold responsible entities accountable.

• Requires the Human Trafficking Response Unit to submit a comprehensive report by December 31, 2026, documenting minors trafficked by "minor child trafficking organizations" between January 20, 2021, and January 20, 2025, with findings suitable for civil legal proceedings.

• Directs the Attorney General to establish standards and methodologies for data collection, validation, and preservation that comply with Oklahoma Evidence Code and federal standards for civil litigation, including chain-of-custody procedures.

• Defines "reasonable due diligence" requirements for placing unaccompanied minors, including comprehensive background checks, custodial relationship verification, home safety assessments, post-placement monitoring, and documentation standards.

• Adds reporting requirements to the existing Human Trafficking Response Unit responsibilities and becomes effective November 1, 2025.
