Amends Oklahoma Statutes Title 59, Section 1000.4 regarding the Construction Industries Board's authority to regulate plumbing, electrical, roofing, and mechanical trades, building and construction inspectors, and home inspectors.

Establishes that fines for second or subsequent violations of laws or rules shall be set at five times the amount of the fine for initial violations, with the Board required to amend its rules accordingly.

Modifies the collection process for unpaid administrative fines to allow collection beginning 90 days after final disposition through direct Board action or contracted services, unless otherwise provided by law.

Requires all administrative fines, penalties, and fees to be automatically reviewed and voted on by the entire Board within 90 days of imposition, with the Construction Industries Administrator presenting written recommendations and summaries for each case.

Becomes effective November 1, 2025.
