Prohibits political subdivisions from allowing, permitting, organizing, or authorizing the viewing of adult performances containing obscene material in public places or property where minors have access.

Establishes exemption from liability for political subdivisions acting in good faith in accordance with the law's requirements.

Makes violation a misdemeanor punishable by imprisonment up to one year in county jail, a fine between $500 and $1,000, or both.

Preempts any conflicting ordinances, regulations, restrictions, or licenses previously adopted by political subdivisions prior to the act's effective date.
