Defines "agency" as any agency, board, commission, department, or other state government entity created under the Oklahoma Constitution or Statutes.

Prohibits state agencies from using funds to develop, organize, administer, promote, or endorse activities related to Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Pride Month or similar events.

Restricts flags displayed by state agencies on state property or grounds to only those permitted under federal and state law.

Takes effect July 1, 2025, with an emergency clause allowing it to take effect immediately upon passage and approval.
