HB 1224 Summary

• Amends Oklahoma law 63 O.S. 2021, Section 2602 regarding minor self-consent to health services by removing certain prohibitions on information sharing and clarifying provider immunity provisions.

• Grants parents or legal guardians the right to access and review all medical records of minors, except in cases where minors are married, emancipated, separated from parents, or in specific scenarios involving reportable communicable diseases, drug/substance abuse, or sexual assault.

• Requires health professionals to make reasonable attempts to inform parents/guardians of treatment needed for emergency services (paragraph 7), while making notification optional for other cases covered under the statute.

• Protects health professionals from liability for disclosure decisions regarding parental notification when exercising professional judgment, preventing claims of libel, slander, privacy breach, or privileged communication violations.

• Effective date: November 1, 2025.
