HB 1256 Summary

• Construction Industries Board may contract with Oklahoma Department of Career and Technology Education, accredited vocational/technical schools, or state-funded educational institutions to develop instructional courses on trade laws and workforce development programs for electrical, mechanical, plumbing, and roofing trades.

• Creates the Skilled Trade Education and Workforce Development Fund as a revolving fund in the State Treasury, funded by fully adjudicated fines and penalties from trade licensing revolving funds based on specified transfer conditions.

• Fund monies support development of instructional materials on Oklahoma trade laws and licensing standards, curriculum implementation costs, and workforce development programs to promote skilled trades as careers.

• Contract recipients must provide written reports to the Board detailing expenditures, services provided, and return on investment; all contracts require Board approval under the Oklahoma Open Meeting Act.

• Unspent funds from agreements where work was not previously approved by quote or cost estimate and not performed within 18 months are released for future use; exemptions apply for previously approved quotes completed within 24 months.

• Effective date: November 1, 2025.
