Requires the State Board of Education to submit its annual report to the Governor and Legislature electronically instead of in physical form.

Limits the Board's authority to revoke or suspend a teacher's license or certificate to only four specific reasons: willful violation of federal or state law, abuse or neglect of a child, moral turpitude, or conviction for certain offenses.

Prohibits the Board from summarily revoking or suspending a license or certificate pending a formal proceeding unless for a valid emergency as defined in the Administrative Procedures Act.

Requires the State Department of Education to notify the school district superintendent via certified mail and electronic mail within 3 days of initiating a formal investigation, and mandates notice to both the license holder and employing school district before any revocation or suspension action.

Takes effect July 1, 2025, with an emergency clause allowing the act to take effect immediately upon passage and approval.
