Creates the Educators' Professional Liability Insurance Program providing up to $2,000,000 in liability coverage per occurrence for all full-time and part-time employees of public schools and charter schools.

Assigns the Office of Management and Enterprise Services (OMES) to administer the program, promulgate implementing rules, and select insurance carriers through a competitive process.

Authorizes OMES to contract with licensed insurers, establish a self-insured risk pool, or use a combination of both for coverage.

Requires the Legislature to provide annual appropriations to cover program costs and premiums, and mandates school districts and state agencies to notify eligible employees of automatic coverage upon hiring and annually thereafter.

Becomes effective November 1, 2025, and does not exempt school districts from current obligations or alter the Governmental Tort Claims Act.
