State Department of Education shall establish or contract with a private company to create an online transparency portal allowing parents to access, review, and comment on curriculum, instructional materials, textbooks, and library materials used in their child's school district.

Portal must include a searchable website with administrative interfaces for uploading content, alignment of materials to state academic standards and reading levels (Lexile), ISBN integration for library materials, and scope and sequence information.

Portal shall allow public and private user comments that are moderated by the Department, with user authentication required and comments cataloged for compliance and auditing purposes.

Beginning in the 2026-2027 school year, all school districts must participate in the portal and ensure all required materials are available for parental review.

Act becomes effective July 1, 2025, with an emergency declaration allowing it to take effect immediately upon passage and approval.
