• Amends Oklahoma's Uniform Controlled Dangerous Substances Act by adding numerous synthetic cannabinoids, opioids, and hallucinogenic substances to Schedule I controlled substances.

• Adds specific opiates (47 substances), opium derivatives (28 substances), and hallucinogenic compounds (103 substances) including methcathinone, synthetic cathinones, tryptamines, and nitazenes.

• Expands Schedule I to include depressant/stimulant substances like Gamma-Hydroxybutyric Acid (GHB), Gamma-Butyrolactone (GBL), and related compounds, with exceptions for legitimate industrial and food manufacturing uses.

• Comprehensively schedules synthetic cannabinoids by chemical structure groups (naphthoylindoles, naphthylmethylindoles, benzoylindoles, indole amides/esters, and other ring systems) to prevent designer drug circumvention.

• Effective date: November 1, 2025; maintains federal FDA-approved prescription drug exemptions consistent with federal Drug Enforcement Administration rescheduling actions.
