Reduces cockfighting offenses from felonies to misdemeanors for instigating, maintaining facilities, and facilitating cockfights under Sections 1692.2, 1692.3, and 1692.4.

Establishes misdemeanor penalties of up to one year in county jail and/or up to $500 fine for first offense, with escalating fines for repeat convictions ($1,000 for second offense, $2,000 for third or subsequent).

Maintains felony classification only for convictions under Section 1692.5, punishable by 1-10 years imprisonment and/or $2,000-$25,000 fine.

Clarifies cockfighting definition to include fights whether or not birds are fitted with artificial spurs and whether or not bets are made.

Becomes effective November 1, 2025.
