HB 1320 Summary

• Creates the "Child Trafficking Protection Act of 2025" and amends 21 O.S. Section 748 to establish enhanced penalties for human trafficking offenses.

• Increases penalties for human trafficking when the victim is under 18 years old to include death penalty, imprisonment for not less than 15 years or life without parole, or fines up to $250,000.

• Requires convicted traffickers to serve 85% of their sentence before becoming eligible for parole consideration and restricts eligibility for suspension, deferral, probation, or earned credits except for achievement-based credits.

• Mandates restitution payments to victims and establishes that victim consent and lack of knowledge of victim's age are not valid defenses to trafficking charges.

• Becomes effective November 1, 2025.
