HB 1323 Summary

• Oklahoma Water Resources Board must conduct a comprehensive study on Kiamichi River water flow, including assessment of flow rates under varying conditions and minimum flow requirements for ecological health.

• Study shall determine flow capacity necessary for water removal permits without adverse impacts to environment, existing water rights, and downstream users.

• Study shall analyze potential effects of constructing and operating a low-water dam, including hydrological impacts on water flow and sediment transport, ecological effects on fish and wildlife, and implications for recreation and local communities.

• Board must submit final report with findings and recommendations for legislative or regulatory actions to the Governor, President Pro Tempore of the Oklahoma State Senate, and Speaker of the Oklahoma House of Representatives by December 31, 2026.

• Act becomes effective November 1, 2025.
