House Bill 1331 Summary

• Amends 21 O.S. 2021, Section 1792 to expand prohibited acts related to trespassing on critical infrastructure facilities to include "enter" and "loiter" on property without permission.

• Defines "loiter" as standing or waiting around idly or without apparent or rational purpose at critical infrastructure facilities.

• Increases penalty for simple trespass on critical infrastructure from a fine of not less than $1,000 to a fine of more than $1,000, or up to six months jail time, or both.

• Establishes felony penalties for trespass with intent to damage or impede operations: fine of more than $10,000 and/or up to one year imprisonment; creates separate felony for actual damage to equipment with fine up to $100,000 and/or up to ten years imprisonment.

• Adds penalty provision allowing organizations found as conspirators to be fined ten times the applicable fine amount, and expands "critical infrastructure facility" definition to include county-owned property such as courthouses and detention centers.

• Act becomes effective November 1, 2025.
