Amends Oklahoma funeral director and embalmer licensing requirements under 59 O.S. Section 396.3, establishing separate pathways for funeral directors and embalmers.

Creates alternative licensing track for funeral directors (not embalming): requires 30 semester hours of approved coursework, 12-month apprenticeship with 25 arrangement conferences and 25 funeral services, and passing Oklahoma Funeral Directors Exam and law exam with 75% minimum score.

Creates alternative licensing track for embalmers (not funeral directing): requires 30 semester hours of approved coursework, 12-month apprenticeship with 25 embalmings, and passing Oklahoma Embalmers Exam and law exam with 75% minimum score.

Maintains existing dual license pathway for funeral director/embalmer combination: requires full mortuary science degree, 1-year apprenticeship, and passing national or state exams with 75% minimum score.

Becomes effective November 1, 2025; allows grandfather clause for current funeral directors in charge without dual licenses to continue at existing establishments except commercial embalming operations.
