• Enacts the American Association of Dental Boards (AADB) Dental and Dental Hygiene Compact into Oklahoma law to enable expedited interstate licensure for dentists and dental hygienists through a unified application process and mutual recognition of licenses across Member States.

• Establishes the AADB Compact Commission with two voting commissioners from each Member State Dental Board; Commission becomes active upon enactment by at least five states and has authority to promulgate bylaws and rules governing the Compact's operations.

• Creates a "Compact license privilege" allowing dentists and dental hygienists meeting uniform eligibility standards to practice in multiple Member States; requires applicants to pass the ADEX examination or equivalent, maintain a home state designation based on 25% practice location or tax residency, and meet background check and disciplinary history requirements.

• Provides fee waivers for active-duty military members and spouses for up to one year after separation; establishes joint investigation procedures between states, automatic discipline reciprocity across Member States, and suspension of all Compact privileges if a licensee's home state license is revoked or suspended.

• Takes effect November 1, 2025; permits states to withdraw by repealing the Compact statute with six-month grace period for existing Compact license privileges; Compact dissolves if membership reduces to one state.
