State Board of Education must adopt a separate parental consent form for school districts to use when determining whether students with IEPs will participate in the Oklahoma Alternate Assessment Program (OAAP) and be assessed by alternate achievement standards.

Parental consent forms must be provided in the parent's native language and include an informal statement describing benefits, risks, and legal implications of consent or refusal, with "does consent" and "does not consent" boxes with signature lines.

School districts cannot proceed with OAAP participation without parental consent unless the district documents reasonable efforts to obtain consent, the parent fails to respond, or approval is obtained through a due process hearing.

School districts must hold an IEP team meeting with the parent before changing a student's IEP related to OAAP participation, with at least 5 school days' notice of the meeting unless parent and district agree otherwise.

Act becomes effective July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
