Amends 70 O.S. 2021, Section 6-187 to add an exemption from competency examination requirements for teacher candidates who have successfully completed and graduated from a State Board-approved teacher training institution and have two years of effective evaluations at the same school district.

Maintains existing exemptions for candidates in the alternative placement program and allows the State Board to grant exceptions for candidates with advanced degrees substantially comparable to subject area examination content.

Preserves requirements for competency examinations in professional education and subject areas, with the Commission for Educational Quality and Accountability adopting and administering exams at least four times per calendar year.

Effective date: July 1, 2025, with an emergency clause declared to allow immediate effect upon passage and approval.
