• Amends Oklahoma law governing unfair labor practice proceedings by establishing a three-arbitrator selection process to replace Public Employees Relations Board hearings.

• Requires written notification of alleged unfair labor practice within six months, followed by each party selecting one arbitrator within ten days and those two arbitrators selecting a third arbitrator within five days.

• If the two arbitrators cannot agree on a third arbitrator within five days, the parties must request a list of five arbitrators from the Federal Mediation and Conciliation Service and alternately strike names until one remains, with the complaining party making the first strike.

• Allocates arbitrator fees with each party paying their own arbitrator's fees and both parties splitting the third arbitrator's fees equally.

• Becomes effective November 1, 2025.
