Increases the monetary cap for Rural Economic Action Plan grant awards from $150,000 to $350,000 per qualified entity in any twelve-month period under 62 O.S. 2021, Section 2003.

Increases the monetary cap for water resources grants from $100,000 to $300,000 per eligible entity under 82 O.S. 2021, Section 1085.39, with the same $300,000 limit applied to multi-entity projects per participating entity.

Maintains existing grant distribution requirements including ten separate accounts for Rural Economic Action Plan Water Projects Fund, priority for cities under 1,750 population, and prohibition of administrative retention of funds.

Requires Oklahoma Water Resources Board to establish rules for fair and equitable fund distribution, including treatment of political subdivisions and subordinate entities as single applicants and allowance for limited application processing periods.

Becomes effective November 1, 2025.
