Establishes an indefinite moratorium on construction or expansion of new or existing wind or utility-scale solar energy facilities in Oklahoma, effective upon passage and approval.

Prohibits all state agencies, authorities, boards, commissions, departments, political subdivisions, and their elected or appointed officers from permitting wind or utility-scale solar energy facility construction or expansion.

Exempts wind or utility-scale solar facilities that were properly permitted, obtained Regional Transmission Organization approval, and became commercially operable prior to the bill's passage and approval.

Exempts the continued operation of wind or utility-scale solar facilities that were in operation prior to the bill's passage and approval.

Declares an emergency so the act takes effect immediately upon passage and approval.
