Amends Oklahoma criminal procedure statutes to require courts to prioritize restitution payments to victims over other financial obligations, including fines, fees, and assessments.

Modifies sentencing powers to add new option allowing defendants to "prioritize payments for restitution to the victim" as a court-ordered condition.

Requires court clerks to inquire whether restitution is owed before accepting payments toward fines, fees, or assessments, and to inform offenders that restitution payments must be prioritized.

Clarifies that restitution orders remain continuing obligations until fully satisfied, are not dischargeable in bankruptcy, and courts shall continue prioritizing restitution even when modifying payment terms due to hardship.

Takes effect November 1, 2025.
