Requires newly elected or appointed municipal officers to complete 8 cumulative hours of training within one year of taking office, with training available in-person or virtually.

Mandates that training instructors or organizations must be certified by the Oklahoma Department of Career and Technology Education, replacing previous requirements for a specific tax-exempt statewide organization.

Expands curriculum to include municipal budget requirements, Oklahoma Open Meeting Act, Oklahoma Open Records Act, ethics, meeting procedures, conflict of interest, purchasing procedures, municipal election procedure, and forms of municipal government.

Establishes that officers who fail to complete training must cease holding office at the next scheduled governing body meeting after the one-year anniversary, and cannot be reappointed to any local government position until training is completed.

Defines presiding officer as the senior-most member of the council or board of trustees for purposes of notifying candidates elected at town meetings; becomes effective November 1, 2025.
