Amends teacher salary computation rules to define "military service" as including the United States Air Force, Army, Coast Guard, Marine Corps, Navy, Space Force, and their reserve components, plus federal and state Air National Guard and Army National Guard.

Allows up to 5 years of military service during a period of national emergency to be counted toward teacher salary increments and Foundation Aid computations, with the same 5-year limit applied to Teachers' Retirement System eligibility and benefits.

Establishes a minimum salary schedule for certified personnel in Oklahoma public schools beginning with the 2023-2024 school year, ranging from $39,601 for a bachelor's degree with 0 years experience to $60,395 for a doctor's degree with 25 years experience.

Limits state salary credit for military service and out-of-state or out-of-country teaching experience to 5 years maximum, while allowing school districts to grant additional credit on local salary schedules beyond state limits.

Effective July 1, 2025, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
