Defines "community schools" as public schools providing neighborhood-tailored services and supports created and run collaboratively by families, educators, community organizations, local governments, and students.

Authorizes the State Board of Education to award grants to school district boards of education to establish community school pilot projects, which may involve entire districts, individual school sites, or combinations of sites, subject to available funding.

Requires pilot project plans to include: a designated community school coordinator completing leadership training from an Oklahoma-based nonprofit, a comprehensive needs assessment involving parents, community leaders, teachers, administrators, education employees, and age-appropriate students, site-based collaborative leadership and shared responsibility, and an ongoing stakeholder engagement process.

Allows pilot projects to address additional optional components including strengthened curriculum and academic programs, expanded learning opportunities, and integrated student supports or wraparound services.

Permits the State Board of Education to promulgate rules and regulations for pilot project operation and to assist school districts in accessing pilot start-up funds from the United States Department of Education; effective November 1, 2025.
