HB 1476 Summary

• Amends 21 O.S. 2021, Section 1277 to allow firearm carry on public property set aside for vehicle parking by governmental authorities, including parking areas at schools, parks, and recreational facilities.

• Authorizes concealed handgun carry on public property designated as parks, recreational areas, wildlife refuges, and wildlife management areas, including any portion of Lake Carl Blackwell in Payne County, provided firearms are not brought into buildings specifically prohibited by law.

• Permits concealed handgun carry at temporary public events without minimum-security provisions (no 8-foot fence, controlled access points, or metal detectors required), limited to concealed carry unless event permit holder authorizes otherwise.

• Allows municipal zoos and parks operated by public trusts or nonprofit entities to permit concealed handgun carry (but not open carry) on their property.

• Takes effect November 1, 2025.
