Amends 34 O.S. 2021, Section 6.1 to allow the Secretary of State to begin verification of signatures while signatures are still being gathered on initiative and referendum petitions.

Secretary of State must exclude from signature counts: unverified sheets, nonresident signatures, sheets without petition pamphlets, multiple signatures per line, signatures off printed lines, duplicate signers, sheets with notary defects, and signatures unverifiable against Oklahoma State Election Board voter registration records.

Secretary of State shall notify the Attorney General of any violations of initiative and referendum laws discovered during verification.

Secretary of State may purchase software and other tangible or intangible assets needed to perform signature verification duties, exempt from Oklahoma Central Purchasing Act requirements.

Effective date: November 1, 2025.
