Designates 26 bridges and highway sections across Oklahoma as memorials to individuals, including military personnel, law enforcement officers, and public servants, with the Department of Transportation required to place permanent markers at each location.

Memorial bridges include the Eldon Hogue Memorial Bridge (State Highway 3, Coal County), Gary Don Rayner PLS Memorial Bridge (U.S. Highway 183, Custer County), Representative James E. Covey Bridge (U.S. Highway 183, Custer County), and Harvey Bollinger Sr. Memorial Bridge (State Highway 2, Pushmataha County).

Memorial highways include sections dedicated to Trooper Bob Impson (U.S. Highway 271, Pushmataha County), Veronica Butler and Jilian Kelley (State Highway 95, Texas County), and Senator Roy A. Boatner (U.S. Highway 69, Bryan County), among others.

Designates the Ambassador Neal McCaleb Memorial Interchange at Interstate 35 and East 33rd Street in Edmond, Oklahoma County, and the Ted Riley Flatt Memorial Bridge at Interstate 240 crossing Sooner Road in Oklahoma City.

Amends existing statutes to modify names and marker locations for the CDR Ernest "Chief" Evans Memorial Trail (State Highway 18, Pawnee County) and The Honorable Leonard Earl Sullivan Memorial Bridge (Interstate 40, Pottawatomie County); effective November 1, 2025.
