• Authorizes at least two members of the State Board of Education to place items on the board agenda through written request, with placement at the next or subsequent meeting in accordance with the Oklahoma Open Meeting Act.

• Allows at least two members of school district boards with five or more members (or one member for boards with four or fewer members) to place agenda items through written request, with placement at the next or subsequent meeting per the Oklahoma Open Meeting Act.

• Modifies Section 5-107B regarding school district board chairs by clarifying that agenda control is subject to the member-requested agenda provisions in Section 5-118.

• Excludes vacant board positions when calculating the total number of board members for purposes of determining agenda request thresholds.

• Declares the act an emergency measure effective upon passage and approval.
