Oklahoma State Regents for Higher Education will oversee implementation, establish verification procedures, and collect annual reports on participant numbers, retention, and graduation rates

Legislature required to appropriate annual funds for the program, with additional funding permitted from private grants, donations, or federal assistance; declared an emergency measure for immediate effect upon passage
