Requires registered voters applying for absentee ballots by any means to provide a statement declaring why they are unable to vote early in-person or on election day due to work, school, or travel, with failure to submit resulting in application denial.

Mandates that absentee ballot applications include the specific election date for which ballots are requested, with applications valid only for elections held on that date in which the voter is eligible to vote.

Defines "identification number" as a number submitted on the voter registration application pursuant to Section 4-112 of Title 26.

Maintains existing requirements that voter name, birth date, and identification number on absentee applications must match voter registration records, with exceptions for voters whose registration lacks a birth date or identification number.

Takes effect November 1, 2025.
