HB 1537 - Supporting Affordability and Fairness with Every Bet Act of 2025

• Prohibits any person from knowingly accepting sports wagers, except for licensed sports wagering operators in approved states and persons accepting wagers under state social gambling laws.

• Requires states seeking to operate sports wagering programs to submit applications to the Attorney General describing their regulatory framework, state laws, and designated regulatory entity.

• Establishes comprehensive standards for state sports wagering programs including age restrictions (21+), bans on proposition bets for amateur and college sports, location verification for online wagering, and prohibitions on betting by athletes and officials.

• Mandates consumer protections such as self-exclusion options, affordability checks for large deposits, restrictions on artificial intelligence targeting, advertising limitations, and allocation of revenue to gambling disorder treatment and responsible gaming education.

• Becomes effective November 1, 2025.
