Removes the requirement that Oklahoma's reference standards be submitted to the National Institute of Standards and Technology (NIST) for certification, allowing submission to any qualified laboratory instead.

Removes the requirement that weights and measures be certified by NIST, permitting certification by any qualified laboratory.

Amends 2 O.S. 2021, Sections 14-2 and 14-3, which govern the Director of the Bureau of Standards' management of state weights and measures standards.

Becomes effective November 1, 2025.
