• Amends 27A O.S. 2021, Section 3-2-106 to expand the Oklahoma Conservation Commission's powers and duties regarding contracts, agreements, and instruments necessary for exercising its authority.

• Updates language throughout the statute to explicitly include tribes as partners in conservation efforts, including in cooperative agreements and funding assistance.

• Removes the Conservation District Consolidation Fund that previously provided financial assistance to districts choosing to consolidate, while retaining the Equipment Revolving Fund.

• Renumbers and clarifies 34 enumerated powers and duties of the Commission, including enhanced authority to create shared positions, administer statewide programs, and explore funding sources for conservation initiatives.

• Becomes effective November 1, 2025.
