Removes the June 30, 2027 expiration date from the Oklahoma Route 66 Commission, making it a permanent entity with nine members appointed by the Governor, legislative leaders, and state agency directors

Maintains the Commission's composition including representatives from the Tax Commission, Department of Transportation, Tourism and Recreation Department, and appointed members with expertise in historic preservation, marketing, and Route 66 business interests

Modifies the Oklahoma Route 66 Commission Revolving Fund to allow funds to be budgeted and expended after July 1, 2023, in accordance with Commission rules subject to legislative approval

Requires the Commission to adopt permanent rules covering application procedures, funding award processes, general duties, reporting requirements, and other necessary operational matters

Becomes effective November 1, 2025, with unencumbered funds remaining in the revolving fund upon the Commission's expiration to be transferred to the State Treasury's General Revenue Fund
