Amends 10 O.S. 2021, Section 601.6 to expand the Office of Juvenile System Oversight's authority to inspect and investigate misfeasance and malfeasance within the children and youth service system.

Requires the Office to conduct between one and two regular, unannounced inspections annually of state-operated children's institutions and facilities, and authorizes inspections of privately operated facilities that receive state or federal funding.

Grants the Office authority to examine and copy records and budgets, interview residents, subpoena witnesses, hold public hearings, and access all facilities within the children and youth service system.

Establishes a voluntary mediation program for foster parent complaints and requires the Office to forward certain complaints regarding retaliation or discrimination to the Office of Client Advocacy for investigation.

Protects complainant confidentiality by prohibiting release of information identifying persons making complaints unless ordered by a court for good cause, and declares an emergency effective upon passage and approval.
