HB 1581 Summary

• Creates the Child Abuse Multidisciplinary Team Council composed of 8 members appointed by the Oklahoma District Attorneys Council, representing various agencies and professional organizations including Oklahoma Human Services, law enforcement, medical professionals, child advocacy centers, and Indian child welfare associations.

• Removes requirement for monthly documentation from freestanding multidisciplinary teams and eliminates the separate report requirement, consolidating oversight functions under the new Council.

• Shifts administrative authority from the Oklahoma Commission on Children and Youth to Oklahoma Human Services in partnership with a designated entity for managing the Child Abuse Multidisciplinary Account (CAMA) and contracting with providers.

• Requires all freestanding child abuse teams and child advocacy centers to establish annual membership with Children's Advocacy Centers of Oklahoma, Inc., and maintain good standing status.

• Repeals the Child Abuse Multidisciplinary Team Account Fund provisions and the Child Abuse Training and Coordination Council, with the act becoming effective November 1, 2025.
