Creates the Spring Creek Watershed Study Act directing the Oklahoma Conservation Commission to conduct a comprehensive watershed-based water quality plan for Spring Creek in Cherokee, Delaware, and Mayes counties near the Kansas border.

Requires the Commission to publish an electronic report of findings by June 1, 2026, with authority to update findings as conditions change and new information becomes available.

Authorizes the Commission to contract and cooperate with the Natural Resources Conservation Service and U.S. Environmental Protection Agency, and to accept grants, gifts, and public or private funds for implementation purposes.

Establishes the Spring Creek Watershed Study Cash Fund Revolving Fund in the State Treasury as a continuing fund to receive and expend legislative appropriations and contributions from public or private sources for implementing the study.

Becomes effective November 1, 2025.
