• Establishes 19 patient rights including receiving respectful care in a safe environment, accessible communication, informed consent for treatment, advance directives, confidentiality, access to medical records, and visitation rights without discrimination based on race, color, national origin, religion, sex, or disability.

• Requires patients to provide accurate health information, report perceived risks, ask clarifying questions, be considerate of other patients and staff, participate in discharge planning, and fulfill financial obligations for care.

• Grants minor patients specific rights including treatment with respect as unique individuals, appropriate care in the least restrictive setting, freedom from unnecessary medication, individualized treatment plans, and access to family communication and developmental activities.

• Specifies that parents or legal guardians retain final decision-making authority over minor children's medical care under Section 2002 of Title 25 and must continue parenting roles and participate in care decisions.

• Takes effect November 1, 2025.
