HB 1623 Summary

• Amends 21 O.S. 2021, Section 1272 to add exception 7, authorizing transport of loaded rifles by vehicle on public roadways for persons with a valid concealed or unconcealed handgun license under the Oklahoma Self-Defense Act.

• Permits transport of loaded rifles by persons aged 21 or older, or by persons aged 18-20 who are members, veterans, or honorably discharged from the United States Armed Forces, Reserves, or National Guard, provided they are not disqualified from firearm possession under state or federal law.

• Maintains existing prohibitions on carrying firearms into locations banned under Section 1277 and other places currently prohibited by law, with no changes to where firearms may legally be carried.

• Violation of the unlawful carry provisions remains a misdemeanor punishable under Section 1276 of this title.

• Effective date: November 1, 2025.
