• Authorizes law enforcement agencies to use automatic license plate reader (ALPR) systems on highway rights-of-way subject to Federal Highway Administration approval and compliance with traffic safety standards.

• Requires law enforcement agencies to obtain a permit from the Department of Transportation before installing ALPR cameras and prohibits use of ALPR data to enforce traffic violations or issue citations.

• Mandates adoption of written policies governing ALPR use that include supervisory oversight, training protocols, hot list maintenance, data security rules, retention and destruction schedules, and audit processes.

• Requires officers to visually confirm license plate matches before traffic stops, delete data within 30 days unless part of ongoing investigation, encrypt data using ISO/IEC 27001 standards, and maintain access logs for accountability.

• Prohibits law enforcement agencies from selling license plate reader data but permits sharing with other law enforcement agencies for legitimate law enforcement purposes; becomes effective November 1, 2025.
