HB 1646 Summary

• Removes minimum classroom hour requirements for real estate appraiser certification and replaces them with educational standards specified by the Appraiser Qualifications Board of the Appraisal Foundation for State Certified General, State Certified Residential, State Licensed, and Trainee Appraiser classifications.

• Eliminates the requirement that the Real Estate Appraiser Board establish the cost of appraisal classes.

• Allows complaints against appraisers to be filed in writing on paper or electronic forms without requiring the complainant's signature.

• Maintains existing discipline penalties for appraiser violations including revocation, suspension, probation, administrative fines between $50-$2,000 per violation (not to exceed $5,000 per incident), and payment of Board costs.

• Becomes effective November 1, 2025.
