• Exempts county commissioners' attendance at conferences, trainings, educational/press/social events, and legislative proceedings from Oklahoma Open Meeting Act requirements when no official action is taken and board discussion is incidental

• Exempts county commissioners' discussions of budgetary matters in counties with a budget board from Open Meeting Act requirements when a quorum is not present and no official action is taken

• Authorizes the Statewide Independent Living Council to conduct executive sessions by videoconference technology without requiring Council members to be physically present, as long as each member is audible or visible to others

• Requires videoconference meeting notices to identify which Council members appear remotely and whether any members will be physically present at the meeting site for executive sessions

• Declares an emergency effective date for the legislation to take effect immediately upon passage and approval
