Creates a new "commercial harvesting facility" license issued by the Oklahoma Department of Agriculture, Food and Forestry for operations harvesting or hunting legally acquired privately owned cervidae (whitetail deer, mule deer, elk), cervidae hybrids, turkey, exotic species, and exotic hybrid species for profit or sale.

Prohibits any person from propagating or holding in captivity wildlife belonging to the state and requires applicants to submit proof that additional animals come from sources other than wild state stock.

Sets the annual license fee at $300.00 with licenses expiring August 31 each year; authorizes the Secretary of Agriculture and State Veterinarian to inspect facilities without prior notice if probable cause exists that a violation occurred.

Transfers commercial harvesting licensing authority from the Department of Wildlife Conservation to the Department of Agriculture, Food and Forestry, and removes certain inspection authority previously held by wildlife game wardens for cervidae operations.

Declares an emergency clause for immediate implementation upon passage and approval.
