• Military surplus vehicles must be less than 35 years old, manufactured for U.S. Armed Forces or NATO member countries, have three or fewer axles, include safety belts/harnesses, and cannot be tracked vehicles.

• Beginning November 1, 2025, all military surplus vehicles operated on Oklahoma streets and highways must be registered as motor vehicles.

• Military surplus vehicles cannot be used to transport people for hire.

• Owners of military surplus vehicles unable to obtain registration tags between November 1, 2022, and the bill's effective date are exempt from penalties for expired registration.

• The act becomes effective November 1, 2025.
