Mandates driver qualification files including biennial physical exams, annual driving record reviews, and disqualifies drivers with two or more serious traffic violations within three years

Requires vehicles to have annual inspections per federal standards, weekly maintenance checks, safety equipment (spare tire, first aid kit, emergency road kit, amber warning lights), and carriers must maintain inspection records for one year
